Syntax of the CSS construct

Via #1647. The syntax patch should be defined with a useValues flag. However:

1. Values are defined in two specs: scroll-animations-1 for the core list and pointer-animations-1 for a couple of additional values. Patching mechanism does not yet support setting a newValues for the second spec.
2. Values are not correctly associated with the underlying type in the specs in any case (that should be fixable with a PR, just need to check xref from other specs when doing so)
